The Naval Air Warfare Center Aircraft Division (NAWCAD) at Lakehurst, NJ intends to award a sole-source contract to Industrial Automation for P-8 support equipment, including software load cables, aerial refuel test equipment, cargo door handling equipment, protective cover, ARC-210 direct load cable group, LAPS adapter, and fuse pin removal/installation set. Boeing, the original equipment manufacturer, will not sell its data for competitive bidding and has licensed Industrial Automation as the only authorized vendor for this Boeing-owned support equipment. The Government cites FAR 6.302-1, only one responsible source, because competition would likely cause substantial unrecovered duplication of cost. This is not a request for proposal, but responsible sources may submit a capability statement, proposal, or quotation for consideration, and any response must show clear and convincing evidence that competition would be advantageous for a future competition.
