The requirement is to manufacture and deliver one Concentrator Test Set TTU-518/E (PN 1779AS500-2, NSN 4920-01-429-8089) for the F/A-18 E-F Program supporting VFC-204 stand up. The Government intends to award a sole-source, firm-fixed-price procurement to Cobham, CAGE 99251. Cobham is the only known manufacturer and owns the technical data, specifications, and drawings, and the item’s Acquisition Method Code 3H directs acquisition from the current manufacturer. An alternate source would require Government-funded PDR, CDR, FAT, T&E, and source selection efforts, plus ILS changes estimated at $125,000 to $200,000.
