This is a sole-source, firm-fixed-price procurement for one Parachute Packing Press Model GSU-449/E (PN COM00150-1; NSN 1670-99-555-6604) for the F/A-18 Kuwait Classic program. The Government intends to award to Allied Defense Industries, CAGE 0GD25, because it is the only known authorized distributor for Martin Baker and owns the proprietary engineering data and drawings. Market research identified no other vendors, and procuring an alternate part would require government-funded PDR, CDR, FAT, and T&E efforts plus source-selection personnel. Any form, fit, or function change would also require ILS updates estimated at $100,000 to $150,000 and would leave the FMS partner with an unsupported, non-interchangeable asset. The requirement is therefore processed under 10 U.S.C. 2304(c)(1) as only one responsible source can satisfy agency requirements.
