The Government intends a sole-source procurement/repair of a Parachute Packing Press Model GSU-449/E (PN COM00150-1; NSN 1670-99-555-6604) for the F/A-18 Kuwait Classic program. The only source with the required unique capability is OEM Allied Defense Industries (Cage 0GD25), and the Government lacks sufficient data rights to compete due to proprietary Eaton items in the end item. Any alternate part number would require PDR, CDR, FAT, T&E, and source-selection resources, and a form/fit/function change would add an estimated $200,000 to $250,000 for ILS updates.
