The Naval Air Systems Command at Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a limited-competition contract for one handheld network analyzer, part number FSH8. Competition is limited to Rhode & Schwarz and its authorized distributors because Rhode & Schwarz is the OEM and owns the proprietary drawing/design rights, while the Government lacks the necessary technical data package and no other manufacturers were identified that could meet requirements. The analyzer is intended to measure electrical phenomena and support quick testing, verification, and debugging of circuit designs and voltage waves. This synopsis is not a request for proposal, but responsible sources may submit a capability statement, proposal, or quotation for the Government’s consideration; no contract will be awarded based on responses to this notice.
