The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole-source basis with Teledyne Controls LLC under Basic Ordering Agreement N68335-22-G-0010 for the procurement of updated Electronic Takeoff and Landing Data (eTOLD) application software, P/N: SERV-SUP-ETOLD, in support of the KC-130 Program. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements, as Teledyne Controls LLC is the Original Equipment Manufacturer (OEM) of the required eTOLD software. A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified. Teledyne Controls LLC is the OEM of the required eTOLD software. The data rights for the software are proprietary to the OEM, and the Government does not have the rights to the data. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Active registration in the System for Award Management (SAM)(https://www.sam.gov) is mandatory for consideration for award of any Department of Defense contract. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for, or award, a contract. Responses must be received within fifteen (15) days of publication of this notice via email, no later than 05 August 2025 at 12:00 PM EDT to Alexander Buchan at alexander.g.buchan2.civ@us.navy.mil.
