The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to solicit, negotiate, and make an award on a sole source basis with Symetrics Industries LLC (CAGE: 22830) for a Fixed-Price contract. This procurement is for the following Peculiar Support Equipment (PSE) in support of the KC-130J Kuwait Foreign Military Sales (FMS) Program: Radar Signal Simulator AN/PLM-4; P/N: FT0100-3 External Battery Charger, P/N: FT1001-1 250 Foot Remote Terminal; P/N: FT1002-4 Serial Interface Cable; P/N: FT1170-2 Circuit Card Assembly; P/N: FT1196-4 Emitter Library Programmer; P/N: FT1200-5 Symetrics Industries LLC is the Original Equipment Manufacturer (OEM) and is the designer, developer, and manufacturer of the above PSE. The Government does not own the rights to the drawings and technical data package to support a competitive acquisition. A Sources Sought notice for this requirement was posted under N68335-25-RFI-0389. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 3204(a)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Therefore, a solicitation will not be available for this procurement. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider all responses received within fifteen (15) calendar days after the date of publication of the synopsis. Active registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration for award of any Department of Defense contract. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for, or award, a contract. Responses must be received with fifteen (15) days of publication of this notice via email, no later than 24 April 2025 at 3:00 PM EDT to Alexander Buchan at alexander.g.buchan2.civ@us.navy.mil.
