The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCAD LKE) intends to solicit, negotiate, and make an award on a sole-source basis with General Atomics Aeronautical Systems, Inc. (CAGE: 0YJB5) for a Fixed-Price contract. This procurement is for the following Peculiar Support Equipment (PSE) in support of the MQ-9A Reaper Unmanned Aircraft Systems (UAS) Program for the United States Navy. Tail Cart Assembly, Diagonal/Vertical, Part Number (PN): UHK92277-1. National Stock Number (NSN): 1730-01-590-6795 Cart Assembly Wing Handling, PN: UPB92014-1, NSN: 1730-01-544-5708 The above PNs will be used to securely store the MQ-9A Unmanned Aircraft and are the only the PSE identified capable of completing designated aircraft maintenance. There are no other PSE that can be sourced to meet this requirement, as the required PNs were developed specifically for the MQ-9A Reaper UAS and interoperability is necessary. The Original Equipment Manufacturer (OEM), General Atomics Aeronautical Systems, is the designer, developer, and manufacturer of the above PNs. The Government does not own the rights to the drawings and technical data package to support a competitive acquisition. A Sources Sought notice for this requirement was posted under N6833525RFI0367. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), FAR 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements. Therefore, a solicitation will not be available for this procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within 15 calendar days after the date of publication of the synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
