The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Sole Source, Firm Fixed Price contract to Schenck USA Corporation for for the purchase of two (2) new balance machines: One (1) model HML4UB Balance machine with CAB 925 instrumentation, and one (1) model V3L Balance Machine with CAB 925 instrumentation. This procurement also includes two (2) motor and drive upgrades for balance machines that are already installed at Cherry Point: One (1) motor and drive upgrade for a Schenck HM3BU, AHE8622 (Cherry Point Asset #65923031452) and one (1) motor and drive upgrade for a Schenck HM3BU, AHE8645 (Cherry Point Asset #65923032910) in order to perform H-53K GE T408 component repair identical to that performed at the GE repair facility, GE Lynn and the MTU repair facility, MTU Munich. This requirement is in support of the CH53-K Program. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Schenck USA Corporation is the only source with the requisite knowledge, technical expertise and data to support the development of this item. The Government does not have the technical data to obtain this item from an alternate source. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
