Only Waygate Technologies and its confirmed authorized distributors shall be eligible for award*. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWCAD LKE) has a requirement for a three-year IDIQ contract for the procurement of Video Borescopes, 4MM, P/N XLGOB3920-N, in accordance with the attached Statement of Work (SOW). This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and constitutes a formal Request for Quotations (RFQ). See the attached RFQ, SOW, and Price Sheet for additional information.

The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to negotiate on a sole-source basis with Waygate Technologies USA, LP for a three-year, Indefinite Delivery, Indefinite Quantity, award for the Video Borescope 4mm Type IV, P/N: XLGOB3920-N, in support of the United States Navy MQ-4C Triton Unmanned Air Systems Program and Royal Australian Air Force Aircraft. Waygate is the sole designer, developer, manufacturer, and distributor of the subject support equipment, and owns all associated data rights. Accordingly, the Government does not have sufficient engineering data to enable a competitive procurement and is not pursuing such data at this time due to unsupportable timeline and cost. The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.

This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI.
