The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to issue a sole source five year Basic Ordering Agreement contract with Thales USA, Inc. for the procurement of Tactical Air Navigation (TACAN) hardware, repair parts and services, training, and ancillary engineering support to the TACAN antenna systems. This will support the NAWCAD Webster Outlying Field Air Traffic Control & Landing Systems Division. The purchase of the TACAN antenna systems equipment and service is to ensure maximum operation fleet readiness. The TACAN systems are critical for aircraft navigation for ship, shore, and expeditionary endeavors. The antenna systems include, but not limited to, AN/URN-32, AN/URN-33, AN/TRN-47, AN/TRN-47(V)2, AN/TRN-47(V)3, MM-7000 Man Portable, and OE-4691. If the Government selected a different vendor, it would result in duplication of costs and delays that would not be recoverable through competition. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received by the response date and time of this notice. Responses must be sent via email to the POC listed.
