The Naval Air Warfare Center, Lakehurst, intends to enter a sole source contract with CTC Enterprise Ventures Corporation (CAGE: 3RWH7), for the procurement of the H-60 Deluxe Bridge Tool Kit in support of the Foreign Military Sales (FMS) Cases, KS-P-SEL and AT-P-SCO. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the procurement specialist, Ms. Shelby Weldon, shelby.l.weldon2.civ@us.navy.mil. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-l(d). The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Sole Source, Firm Fixed Price contract to CTC Enterprise Ventures Corporation (CAGE: 3RWH7) for the procurement of six (6) H-60 Deluxe Bridge Tool Kit P/N: 11280A01 NSN: 5180-016828374 in support of the Royal Australian Navy and two (2) in support of the Republic of Korea, Foreign Military Sales (FMS) Cases AT-P-SCO and KS-P-SEL. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. CTC Enterprise Ventures Corporation is the sole developer, designer and manufacturer of the H-60 Deluxe Bridge Tool Kit and is the only source with the requisite knowledge, technical expertise and data to support the development of this item. The Government does not have the technical data to obtain this item from an alternate source. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
