The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to negotiate on a sole-source basis with Tel-Instrument Electronics Corp, CAGE: 92606, for the procurement of Navigation/Communication Test Sets, P/N: 90-000-108, NSN: 4920-01-541-2764, in support of the KC-130 Program. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1: Only One Responsible Source, and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received with fifteen (15) days after the date of publication of this pre-solicitation synopsis. Active registration in the System for Award Management (SAM) is mandatory in order to be considered for award of any Department of Defense contract. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
