The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to modify an existing Indefinite Delivery Indefinite Quantity contract, N68335-21-D-0220, awarded to Kitco Fiber Optics, Inc. to add a quantity of 4 High-Resolution (HR) Optical Time Domain Reflectometer (ODTR) Sets, P/N: 0741-8100, in support of the Royal Australian Air Force (RAAF) P-8A Poseidon Program. The HR OTDR Set was specifically designed, developed, & manufactured by Viavi Solutions Inc. (Cage 6UW26) and Kitco Fiber Optics Inc. (Cage 08RC6) for the P-8A Aircraft and has no commercially available equivalent. The HR OTDR Set has been tested by the P-8A Maintenance Facility at the Depot in Naval Air Station Jacksonville and is the only HR OTDR Set that has been found to meet the requirements of the P-8A Aircraft. This acquisition is being pursued under the sole source basis under the statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; therefore, a solicitation is not available for this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the government will consider all responses received within 15 calendar days after the date of publication of the synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
