Naval Air Warfare Center – Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with Tel-Instruments Electronics Inc. (Tel) of East Rutherford, NJ, on a sole source basis, for the acquisition of one (1) AN/USM-70 Navigation/Communication Test Sets, P/N 90000108, NSN 4920-01-541-2764. The Government does not possess the manufacturing data or performance parameters necessary to manufacture this test set under a competitive procurement. Tel owns all of the manufacturing data to manufacture this equipment to ensure that it performs the required tests. No other source would have the ability to manufacture equipment that ensures the requisite form, fit and function to perform testing of the CH-53K navigation/communication systems. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. All inquiries and concerns must be addressed to the Contract Specialist, Ms. Sheila Battaglia at sheila.l.battaglia.civ@us.navy.mil. Responses to this notice must be submitted by 07 February 2024. A determination not to compete this requirement is within the discretion of the Government.
