The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey, intends to procure on a competitive basis, from qualified vendors, the manufacture, assembly, inspection and delivery of Naval Air Systems Command (CAGE 30003) Mast Protector (P/N: 4026AS629-1). The Mast Protector is required at the Operational and Intermediate (O&I) of Maintenance to support MV-22, CMV-22, and CV-22 outfitting. The intention is to competitively award this requirement as a 100% Small Business Set-aside resulting in a Firm Fixed Price award. Delivery will be F.O.B. Origin. Award will be made to the responsible small business whose proposal is technically acceptable and in full compliance to all other requirements set forth in the solicitation and presents the lowest price technically acceptable to the Government. The Government will release the solicitation, including any subsequent amendments, on the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module portal at https://piee.eb.mil/ on or about July 2023 and will close no more than 30 days after the solicitation issue date. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same portal. After solicitation release, vendors should regularly access the website to ensure they have all the amendments. IMPORTANT INFORMATION: Offerors will be required to submit a DD2345, Military Critical Technical Data Agreement, to obtain a copy of the drawings that will be associated with the solicitation. Registration in the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module is required to submit competitive proposals. Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award. Offerors are required to have a current (no more than three years old) NIST SP 800-171 assessment on record and posted in the Supplier Performance Risk System (SPRS) in order to be considered for an award.
