The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Engineering & Prototyping Facility (EPF) has a requirement to procure one Commercial-Off-the-Shelf (COTS) Haas brand name Vertical Machining Center (model VF-11/40). In addition to the Haas VF-11/40, the EPF will also require incidental hardware, set-up, and installation. The Government intends to procure the above items on a sole source basis to Phillips Corporation Federal Division (Phillips Corporation) through a Firm-Fixed-Price contract. Phillips Corporation is the sole and exclusive distributor authorized to resell brand name Haas products to the United States Government. An alternate brand would not integrate with the current Haas machines, tooling, and associated software currently in use by the EPF. The Government intends to procure the above items under the authority of 10 USC 3204(a)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
