The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to issue a sole source five-year Indefinite Delivery Indefinite Quantity contract with BAE Systems Information and Electronic Systems Integration, Inc. for the procurement of hardware, spares, and incidental services to include repair and replacement, engineering support, and technical data necessary for life cycle engineering and sustainment of Identification Friend or Foe (IFF) Products. This will support the NAWCAD Webster Outlying Field (WOLF) Combat Integration & Identification Systems (CI&IDS) Division. The purchase of the above listed items is due to the WOLF CI&IDS Division being tasked by the United States (U.S.) Navy and non-Navy customers to provide life cycle engineering and sustainment for IFF Products. The IFF Products provide radar operators with the required information needed to determine the identity of various targets and to avoid friendly fire in combat situations. The IFF Products include Digital Interrogator (DI) Sets (AN/UPX-37, AN/UPX-41(C)/45(C), AN/UPX-42(C), and AN/UPX-50(C)). If the Government selected a different vendor, it would result in duplication of costs and delays that would not be recoverable through competition. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
