The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Timken Gears & Services (Philadelphia Gear), located in King of Prussia, PA (CAGE: 17454) for the procurement of Original Equipment Manufacturer (OEM) on-site repair of various gearboxes used in the H-53 Main Gearbox Test Stand (MGB), H-53 Nose Gearbox Test Stand (NGB), H-53 Tail and Intermediate Test Stand (T&I), and the V-22 Prop Rotor Gear Box (PRGB) Test stand. Onsite repair is at FRC-East in Cherry Point, NC and will include OEM technical support, evaluation and potential levels of repair services for skills FRC-East does not possess to support specific/potential failures to the H53 Gearboxes and the PRGB Test stand. Repair specific to the Gearboxes is required and there is no data or drawings available for these gearboxes. The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not have the rights to current data, drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. This is a sources sought market survey. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. There is no RFP available at this time. Any information submitted by respondents to this RFI is strictly voluntary. Increased workload for this Quill Assembly effort increases risk to the operational capability of the test stand gear boxes. FRC-East is seeking capabilities for technical support, evaluation and potential levels of repair services for skills FRC-East does not possess to support specific/potential failures to the PRGB Test stand Gear Boxes. Capabilities Sought Comprehensive evaluation, qualification and/or clarification of the PRGB Test Stand Gear Boxes as well as the associated FRC East engineering and maintenance support plan (e.g., maintenance strategy including preventive and predictive maintenance, failure mode mitigation, operational data, critical spare list) Root cause assessment of operational failures and recommended repair strategies if/when they occur Repair services (execution of aforementioned repair strategies) of the test stand/test stand gear boxes Repair/maintenance part/material purchase RESPONSES Please answer the following questions/provide the following feedback in your response to this RFI: Please identify what existing capabilities that meet all or a subset of the processes outlined above that your company has. If you don’t already have a capability listed above, how do you intend to meet that requirement? Do you have the staff and capability to perform routine/preventative maintenance, as well as emergency repairs, both on site and virtually?
