The purpose of this Amendment to the Pre-solicitation notice N6833522R0133 is to notify that the requirement has increased to include option CLINs, with a total quantity of up to 70 PEP units, and the Notice ID has been updated to an FY23 number (N6833523R0007). The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ, requires the re-design of Programmable Entry Panel (PEP) and delivery of the updated unit, as well as Option CLINs for up to 69 additional units, to support the PMA-290 Taiwan P-3 Program. NAWCAD Lakehurst, NJ intends to issue a contract on a sole source basis with Benchmark Secure Technology (Santa Ana, CA), for this procurement. Under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, Benchmark Secure Technology is the sole designer, developer, and manufacturer of Programmable Entry Panel (PEP), Part Number 8000001. Benchmark Secure Technology, as the Original Equipment Manufacturer, owns all proprietary rights to the engineering data and detailed product drawings to perform the required Non-recurring engineering for a re-design of the PEP, removing obsolescence and thereby providing a Military Standard form, fit, and function design of the Taiwan P-3 PEP. Benchmark Secure Technology is the only known source with the requisite knowledge of the design, technical data, fabrication, performance and operational characteristics of the PEP qualified to perform the efforts. The Government does not possess the technical data package required for the PEP; therefore, Benchmark Secure Technology is the only vendor capable of meeting the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within 15 days after publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct full and open competitive requirement. A determination by the Government not to open the requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Responses should reference N6833523R0007, and shall be submitted electronically to the Contract Specialist, Cheryl Abele, at cheryl.a.abele.civ@us.navy.mil with the subject line "Programmable Entry Panel (PEP) – Taiwan P-3 Program". All responses should be received no later than 1:00 PM Eastern Standard Time, 1 November 2022.
