The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with KWD Aircraft Support Equipment, located in Solon, OH, for the procurement of Dollies, Quick Engine Change (QEC)/Engine Buildup (Part Number (P/N) 200-000-104, National Stock Number (NSN) 1740-01-231-4826) in support of Japan Air Self-Defense Force (JASDF) program. The Dolly, QEC/Engine Buildup is used for air transportation of the T56-A-425 in QEC configuration. KWD Aircraft Support Equipment owns the proprietary data and drawings necessary for manufacturing this piece of support equipment, and no other vendors can manufacture this equipment. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
