The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price type contract, on a limited competition basis, to Boeing authorized distributors for the production of a quantity of three (3) Bootstrap Eqpt, P/N: C71020-134, to support the United States Navy C-40 aircraft. Boeing owns all proprietary rights to the engineering data and detailed product drawings. Boeing authorized distributors are the only manufacturers with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Boeing authorized distributors are the only sources that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award.
