The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a sole source, Fixed Price contract to ATEC, Inc. (CAGE 09552) in Stafford, TX for the conversion of the Position Control Unit (PCU) from P/N 07440190-2 to P/N 07440190-3. The Shaft Engine Test Instrumentation (SETI) Position Control Unit (P/N 07440190-2) and the Turbo Prop Test Instrumentation (TPTI) Position Control Unit (P/N 07440190-3) are part of the proprietary Racal 1300-Series Throttle Control System (P/N 13350004). The Government requires services of ATEC to convert (2) SETI PCU's to (2) TPTI PCUs. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." ATEC is the exclusive data right holder for this proprietary system and only authorized vendor. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Responses stating interest must be received within fifteen (15) days of publication of this notice.
