The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with FXC Corporation, located in Costa Mesa, CA, for the procurement of MODEL 2400 Ripcord Release Auto Testers (Part Number (P/N) 711-07153, National Stock Number (NSN) 1670-01-508-8838) and Cocking Fixtures (P/N 811-00394, NSN 1670-01-508-8821) in support of Japan Air Self-Defense Force (JASDF) program and Foreign Military Sales (FMS) France E-2C Hawkeye program. The JASDF and FMS France require the Auto Testers to test the Ripcord Release mechanism of the MODEL2400 parachute activation device. In order to use the Auto Tester, the user needs the Cocking Fixture to act as a holding device for the parachute activator. FXC Corporation owns the proprietary technical data and drawings for these items, and FXC Corporation has no approved authorized distributors for these items. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
