Naval Air Warfare Center – Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with MTS Systems Corp. of Eden Prairie, MN, on a sole source basis, for the acquisition of the Insight 30 EL Tensile System (P/N SYNST001) in accordance with FAR 13.106-1(b)(1)(i). The Insight 30 EL Tensile System is needed to test the ALFS cable after re-termination to ensure the cables are securely fastened and meeting the operational requirements. MTS Inc. owns all proprietary rights to the engineering data and detailed product drawings as well as software coding associated with the application software that runs on the tester. The Government does not have sufficient engineering data or drawings to organically design the said SE to enable a competitive solicitation, therefore MTS Systems Corp is the only source capable of fulfilling this requirement. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination not to compete this requirement is within the discretion of the Government.
