The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWC-AD) intends to award a fixed price contract for two (2) F404 Forward Test Support Mounts (Part Number: 21C11530G01, NSN: 4920-01-487-1481) and one (1) F404 Engine Test Inlet Support Assembly (Part Number: 21C8503G01, NSN: 4920-01-093-6692) in support of the Kuwait F/A-18 C-D Classic Hornet Program, Foreign Military Sales (FMS) Case KU-P-GHJ. The Forward Test Support Mounts (Part Number: 21C11530G01) are used to provide primary thrust restraint for F404 engine testing and the Engine Test Inlet Support Assembly (Part Number: 21C8503G01) provides aircraft maintenance support for out of airframe testing of the F404 engine turbofan. Market Research was performed and Rhinestahl Corporation (Cage Code: 5QE71) was determined as the only capable vendor of supplying these support equipment items. Despite the fact that the General Electric Company (Cage Code: 99207) is identified as the Original Equipment Manufacturer (OEM) of the F404 Forward Test Support Mounts (Part Number: 21C11530G01) and F404 Engine Test Inlet Support Assembly (Part Number: 21C8503G01), the General Electric Company no longer conducts direct sales for these products and have instead chosen to direct any sales to their authorized distributor, Rhinestahl Corporation. Rhinestahl Corporation is the only known source that is capable of providing the required Support Equipment with the same form, fit and function that is compatible with the existing configuration of the F404 engine. Therefore, this action will be an establishment of a sole source contract action to Rhinestahl Corporation located in Lynn, Massachusetts 01905-2655. Rhinestahl Corporation is considered a small business under NAICS code 336412 NAWC-AD intends to award this order under the authority of 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
