The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to hold a limited competition with KWD Aircraft Support Equipment, LLC and Knight Aerospace for QEC/Engine Buildup Dollies, P/N 200-000-101, NSN 1740-00-106-8512. This requirement will support the KC-130J Super Hercules Program. The QEC/Engine Buildup Dolly is utilized throughout many platforms and deviations would result in additional costs and schedule delays that are not anticipated to be recouped through competition. The QEC/Engine Buildup Dolly was designed and developed by Ventura MFG CO, the Original Equipment Manufacturer (OEM). Market research determined that the OEM no longer produces the QEC/Engine Buildup Dolly, and that the associated data right were sold exclusively to KWD Aircraft Support Equipment, LLC and Knight Aerospace. Therefore, only these two vendors are capable of performing this requirement to the OEM's specifications. The Government intends to procure this item under the authority of 10 USC 2304 (c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely at the Government’s discretion. Responses must be received by the response date specified in this notice.
