The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, New Jersey, intends to solicit on a sole source basis to Optowares, Inc. located in Woburn, Massachusetts. The anticipated Firm Fixed Price contract is for the acquisition of Fiber Optic Repair Sets (FORS), Part Number: 3881AS100-1, NSN: 4920-01-528-5511 in support of the MQ-25 UMCS Program. The awarded contract will be a three (3) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for three (3) units, with the option for an additional twenty-four (24) units over the next three years. The Government intends to negotiate this procurement under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government does not own the data, drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice to intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
