The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Moog, Inc. (CAGE: 94697) for the procurement of Test Fixture Assembly Torque Limiter (TLTF), Part Number: E99036-3-1, NIIN: 016099431in support of Fleet Readiness for the F/A-18 Program. The TLTF, Part Number: E99036-3-1, is a peculiar piece of support equipment used to test the Torque Limiter at the I-level of maintenance by holding the Torque Limiter Housing, locking the output shaft, and providing an input torque of 300-350 pounds for F/A-18A/B/C/D shafts; 450-500 pounds for F/A-18E/F/G shafts. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
