The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with BAE Systems for real-time medium-fidelity dwell-based model of the F-35 Electronic Warfare (EW) System model that utilizes a portion of the aircraft EW Operational Flight Program (OFP), high-fidelity pulse-level model of the F-35 EW System using a significant portion of the aircraft EW OFP software, emulating the hardware front end operation and coupling with EW test stand software, and F-35 EW hardware and software components purpose-built to stimulate the aircraft at an RF level. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
