The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit, negotiate, and award a fixed price contract, resultant of a sole source to L3 Aviation Products (CAGE: 25583) for the manufacturing and delivery of the Communication Interface Device (P/N: 17TES0043, NSN: 5895-01-500-5715). The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.” The Government does not own the data rights and a competitive drawing package for this effort is not available. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Any responses in reference to this synopsis shall be submitted electronically to the Contract Specialist, Scott Bestreski, at Scott.a.bestreski.civ@us.navy.mil with the subject line "P-8 Communication Interface Device Synopsis." All responses should be received no later than 3:00 PM Eastern Time, 13 April 2022. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract.
