The Naval Air Warfare Center Aircraft Division Security Cooperation Program Office has a requirement to provide L3-Wescam MX-series exportable Electro-Optical/Infrared (EO/IR) sensor systems, sub-systems, spare components, parts, special tooling, test equipment, and services to include repairs, modifications, upgrades, engineering, technical assistance, training, and integration services. The Government intends to issue a five year Basic Ordering Agreement on a sole source basis to the Canadian Commercial Corporation (CCC). The CCC will subcontract 100% to L3-Wescam, Ontario, Canada, CAGE 3AC24, the Original Equipment Manufacturer of the required MX-series EO/IR sensor systems. L3-Wescam is the sole designer, developer, manufacturer, and distributor of the required MX-series EO/IR sensor systems. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate under the authority of 10 USC 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received by the response date and time of this notice. Responses by phone or fax will not be accepted.
