The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis to Zephyr International (3CAT3) for the procurement of contractor services for upgrading the Rescue Hoist Test Stand Part Number (P/N) ZGS-16000-6 and P/N ZGS-16000-6 v1 to the latest Rescue Hoist Test Stand Configuration in support of H-60. Zephyr International is the original designer and manufacturer of the Rescue Hoist Test Stand that meets the specification of the MH-60 aircraft and is the only source with the requisite knowledge, experience, and technical data to perform this upgrade. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
