The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWC-AD) intends to award a fixed price contract for four (4) Liquid Coolant Filtering Units (PN: LCFU-2AC-302-9, NSN: 4330-01-568-0016) and two (2) Fuel Cell and Ventilating Repair Systems (PN: NF35-1, NSN: 4920-01-444-0714) in support of the Kuwait Air Force F/A-18 E-F Foreign Military Sales (FMS) platform. The Liquid Coolant Filtering Unit is used to prevent contamination from affecting the coolant properties and must be used after removal and replacement of any major component in the liquid cooling system. The Fuel Cell and Ventilating Repair System is used to purge and ventilate foam filled aircraft fuel cells prior to entry of maintenance personnel. Market Research was performed and Kampi Components Co., Inc. (Cage Code: 7Z016) was determined as the only capable vendor of supplying these support equipment items. Despite the fact that Mayhew Industries (CAGE: 51408) is identified as the Original Equipment Manufacturer (OEM) of the Liquid Coolant Filtering Unit and Rhine Air (CAGE: 58501) is identified as the OEM of the Fuel Cell and Ventilating Repair System, both OEMs no longer conduct direct sales and have instead chosen to direct any sales to their authorized distributor, Kampi Components Co., Inc. Kampi Components Co., Inc. is the only known source that is capable of providing the required Support Equipment with the same form, fit and function that is compatible with the existing configuration. Therefore, this action will be an establishment of a sole source contract action to Kampi Components Co., Inc., located at 88 Canal Road, Fairless Hills, Pennsylvania 19030-4302. Kampi Components Co., Inc. is considered a small business under NAICS code 336413. NAWC-AD intends to award this order under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
