NAVAIR NAWCAD Lakehurst intends to enter into a firm fixed price sole source purchase order with MIDSTATE AEROSPACE for a Quantity of 4, Test Hose Assembly, Parker Hannifin P/N H24004-124-5 and a quantity of 12, Test Port Fitting, Parker Hannifin P/N 4704-B001 in support of the P-8A Aircraft. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). MIDSTATE AEROSPACE has an exclusive distributor agreement with Parker Hannifin for this product line. Parker Hannifin owns the proprietary rights to the engineering data and detailed product drawings. Boeing, the aircraft integrator, selected these specific items of support equipment based upon the aircraft interface requirements. Consequently, the Government is not in possession of the technical requirements needed to adequately assess alternate items. Thus, only the Parker Hannifin test hose assembly and test port fitting is able to meet the specific expectations for the maintenance of the P-8A aircraft. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
