The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Optowares, Inc. (CAGE: 7JE02) for the procurement of two (2) Fiber Optic Repair Sets, Part Number: 3881AS100-1, NSN: 4920-01-528-5511 for the Japan Air Self-Defense Force. The procurement will be issued under the authority of Foreign Military Sales cases JA-P-SCL and JA-P-SCQ, Letter of Offer and Acceptance dated 07 July 2016 and 17 July 2018 between the United States Government and the Japan Air Self-Defense Force. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
