This synopsis is to inform industry that the Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a solicitation to procure Portafoamer, Stationary Air Craft Cleaning Unit (P/N: 9488-1406, NSN: 4940-01-041-5680) in support of the Foreign Military Sales Kuwait F/A-18 E-F Super Hornet Program. The Portafoamer Stationary Cleaning Unit is used to remove grease, oil, and debris from aircraft exterior surfaces. The Government intends to procure the above items on a sole source basis to Ecolab, Inc. (CAGE: 85884) under the authority of 10USC 2304 (c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation, when issued, will be for a firm-fixed price contract. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
