The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis the procurement of a quantity of 54 of the Viavi Solutions P/Ns: FBPT-MTP-L (Tip MTP Bulkhead Long Reach for FBP), FMAE-MTP (Adapter MTP Female Threaded X-Y Axis Pan-Scroll) and FBPT-UFMAE (Universal Adapter) that are used to inspect fiber lines on the aircraft. These part numbers align exactly to the common support equipment P/N 4007AS100-2 that is currently used by the fleet. The Government intends to issue a sole source contract to Viavi Solutions, LLC, 20250 Century Blvd, Germantown, MD 20874. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only responsible source to perform this effort. Viavi Solutions, LLC the Original Equipment Manufacturer of the above mentioned P/Ns and owns all of the proprietary rights to the engineering data and is the sole designer, developer, and manufacturer of these items. The Government does not possess the support equipment design information and technical data packages to determine if adapters with similar nomenclature would be able to perform the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days (15) after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
