Naval Air Warfare Center – Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with JDI, Inc. of Wilmington, NC, a sole source basis, for monthly steam pad maintenance service for the custom made closed loop wastewater recycling system; and grease absorbent bags. The Model VR/HD/SPT-15 closed loop wastewater recycling system was custom designed, manufactured, and installed by JDI, Inc. The system is a multi-faceted system with various components and processes, and the system contains proprietary information to JDI, Inc.. The complex and proprietary nature of this custom system precludes any vendor except JDI, Inc. to perform preventive maintenance on the wastewater recycling system, therefore, JDI. Inc. is the only source capable to service this equipment. The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination not to compete this requirement is within the discretion of the Government.
