The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis to Avionics Specialist, Inc. (CAGE 8S585) for the calibration with repair as needed of the VOR Bearing Standard, model number (M/N) 78A-3, part number (P/N) 01/0255-00, serial number (S/N) 056, in support of the Royal Malaysian Air Force (RMAF) F/A-18D via Foreign Military Sales( FMS) Case MF-P-GCC. JC AIR Test Systems was the original manufacturer for the M/N 78A-3, ZIFOR (Zero Indicator For Omni Range) III VOR Radial Standard which duplicates the operational characteristics for the Rockwell Collins, Inc. M/N 478A-3, P/N 622-3701-001. Avionics Specialist, Inc. is a current known manufacturer who is capable of performing standard calibration with before and after data of the VOR Bearing Standard as requested by the RMAF F/A-18D. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
