This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. If a solicitation is released, it will be synopsized on the Beta.SAM website: https://beta.sam.gov. It is the potential vendor’s responsibility to monitor this site fort the release of any follow-on information. BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ seeks to identify potential sources and information on their ability to provide a T-12 Flowmeter Kit that includes a Pelican case with foam cutouts and Unit Identification Placards riveted to the outside of the lid with part number, serial number, nomenclature, barcode, and QR code. NAWCAD’s intention is to procure a kit made up of a specific flowmeter, display, and 2 adapters. The flowmeter and display are made by Flowmetrics, Inc. The Flowmetrics flowmeter part number is FMT-8-5N-0.50GPM-LD1L and the Flowmetrics display part number is 915BATRTM5A4. The kit also contains quantity two (2) -8 (1/2”) male NPT to -4 (1/4”) male JIC adapters. The material for these adapters shall be steel, chromium-6 free. The components shall all be contained within the Pelican case with foam cutouts. The kits shall be in accordance with Government drawings (3867AS1610r-s4 and 3867AS1611r-s2). These drawings are export controlled, and releasable to DoD and US DoD contractors only. Interested vendors that wish to receive the drawing documents must provide John Murtagh, identified office points of contact below with a copy of their current form DD2345, 'MILITARILY CRITICAL TECHNICAL DATA AGREEMENT'. **To receive certification from the US/Canada joint Program Office, you will need to submit the original form, along with your company's incorporation certificate, state business license, and sales tax identification form, or any other information verifying the legitimacy of your company, to the US/Canada Joint Program Office, DLA Logistics Information Service-VBA, Federal Center, 74 Washington Ave., North Battle Creek, MI USA 49037-3084. Please note that as DLA requires the original signature, you may not fax or e-mail the completed form to them. Once received and current JCP certification is verified by NAWCAD, the Government Drawings will be transmitted to you via ARL Secure Access at https://safe.arl.army.mil/ to the data custodian you have identified on the DD Form 2345. Selected vendor(s) would be required to purchase all the parts and assemble the kits in accordance with the above description.
