The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a sole source contract for the procurement of quantity sixteen (16) Portable Diesel Hydraulic Test Stands (Part Number 040489-100, NSN 4920-01-523-5921), with an option for an additional quantity six (6). Hydraulics International Inc. (CAGE: 56529) was the selected company to supply the support equipment for the Portable Diesel Hydraulic Test Stands for the AH-1Z and UH-1Y helicopters. This notice is a follow-up to the Sources Sought notice N68335-21-R-0284. The proposed contract action is for a requirement for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to procure on a sole source basis to the Original Equipment Manufacturer, Hydraulics International Inc. (CAGE: 56529). The procurement is for a quantity sixteen (16) Portable Diesel Hydraulic Test Stands (Part Number 040489-100, NSN 4920-01-523-5921), with an option for an additional quantity six (6). The Portable Diesel Hydraulic Test Stand is a required piece of Support Equipment (SE) used to provide external hydraulic ground power to aircraft hydraulic systems during maintenance at the Organizational and Depot levels for Marine Corps AH-1Z and UH-1Y aircraft. The proposed action is for hardware for which the Government intends to solicit with only the OEM under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
