The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Canadian Commerical Corporation (CCC) who will subcontract 100% to L3-Wescam for the ongoing procurement of L3-Wescam MX series EO/IR turrets, spares, special tooling, test equipment, along with repairs, modifications, and upgrades of existing L3-Wescam EO/IR equipment. The Government does not possess the data rights necessary to support a competitive procurement. L3-Wescam possesses unique capabilites and experience necessary to successfully perform specialized tasking of this requiment. They are the only source capble of providing the required hardware, necessary for interoperability within various aerial platforms. Any other source would need L3-Wescam proprietary data to develop the required hardware. The Government intends to award firm fixed-priced delivery orders for these requirements under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. All responsible sources are encouraged to submit a proposal in writing that my be used by the Government in determining whether or not to conduct a competitive procurement. A determinatin by the Government not to open the requirement to competition based upon the response is solely within the discreation of the Government. Responses must be received within the time period specificed within this synopsis.
