The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWC-AD) intends to award a fixed price contract for seven (7) Aircraft Tow Tractors, Part Number 10-10-0001, National Stock Number (NSN) 1740-01-502-4630 necessary for towing ground equipment in support of emerging squadron stand-ups that will support the extended deployment of F/A-18E-F aircraft and the MH-60R helicopter. The Aircraft Tow Tractors are required to support Foreign Military Sales (FMS) Case KU-P-SBG for the Kuwait F/A-18 E-F Super Hornet platform and FMS Case IN-P-SAY for the India MH-60R platform at the Organizational level of maintenance. As the Original Equipment Manufacturer (OEM) Textron Ground Support Equipment, Inc. (Textron) is the sole designer, developer and manufacturer of the 10-10-0001 Aircraft Tow Tractor. As the OEM, Textron is the only qualified manufacturer and supplier of the 10-10-0001 Aircraft Tow Tractor and is the only known source that is capable of providing the 10-10-0001 Aircraft Tow Tractor with the same form, fit and function that is compatible with the existing Integrated Logistics Support (i.e., technical publications, spares inventory and calibration) already in place. Therefore, this action will be an establishment of a sole source contract action to Textron Ground Support Equipment, Inc., 4105 Royal Dr Nw Ste 600, Kennesaw, GA 30144 (Cage Code 4TVG2). NAWC-AD intends to award this order under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
