The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Philadelphia Gear (Southeast Service Center, Timken Gears & Services Inc.), 1242 24th Ave. Hueyton, AL 35023 under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. The Government’s requirement is for the Original Equipment Manufacturer (OEM) to perform repairs at FRC-East of the OEM’s commercial gearboxes in the following test stands (all utilized by shop 94315): H-53 Main Gearbox (MGB) Test Stand Repair, V-22 Proprotor Gearbox (PRGB) Repair, H-53 Tail and Intermediate Gearbox (T&I) Repair, and H-53 Nose Gearbox (NGB) Repair. FRC-East requires the gearbox OEM to perform the above-mentioned repairs as well as perform any additional critical repair work found during the above repairs. The Government does not own current detailed data drawings, proprietary data, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government. The Naval Air Warfare Center, Aircraft Division, Joint Base McGuire-Dix-Lakehurst, NJ (NAWCADLKE) intends to negotiate on a sole source basis with Philadelphia Gear located in King of Prussia, PA who is the OEM for the maintenance and repair of the equipment. Philadelphia Gear owns all proprietary and data rights for the Test Stand and no other vendor is capable of doing the repairs. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis with Philadelphia Gear under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement.
