The Naval Air Warfare Center Aircraft Division, Joint Base McGuire-Dix-Lakehurst, NJ intends to negotiate on a sole source basis with Ipeco Holdings, the sole source for the design, development, test, and manufacture of the C-27J Tactical Observer Seats (P/Ns 3A205-0007-02-1 and 3A205-0035-01-1). Ipeco Holdings developed the Observer Seats at private expense and therefore the Government does not own the associated data rights. At this time, the Government is not pursuing the purchase of data rights associated with the Observer Seats due to unsupportable timeline and cost This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination not to compete this requirement is within the Government's sole discretion. Responses must be received by the time and date specified by this notice.
