The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Tel-Instruments Electronics Corp. (Tel-Instruments), located in East Rutherford, New Jersey, for the procurement of Test Set, Navigation/Communication (P/N 90000108, NSN 4920-01-541-2764) for the Japan Air Self-Defense Force (JASDF) E-2D program, via Foreign Military Sale (FMS) Case JA-P-SCQ. The JASDF requires the Test Set, Navigation/Communication for testing the Identification Friend or Foe (IFF) transponder. Tel-Instruments owns the proprietary data for the Test Set, Navigation/Communication (P/N 90000108, NSN 4920-01-541-2764) and does not have any approved distributors for this part. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
