The Naval Air Systems Command, Lakehurst, NJ intends to negotiate on a non-competitive basis with Wescam Inc, doing business as L-3 Communications Wescam (L3 Wescam), for the testing, evaluating, and repair of AIMS Control Panel Assemblies, Part Number (P/N): 40583-07, NSN: 1680219149918, MX-15 Master Control Unit (MCU), P/N: 42070-101, NSN: 6710200021601, and Turret, P/N: 42170-89, NSN: 6710200021601. These units are critical to the functionality of the mission avionics system on the Taiwan P-3C aircraft. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The Government does not own current data drawings or other specifications to permit full and open competition. L3 Wescam is the Original Equipment Manufacturer of the AIMS Control Panel, P/N 40583-07, MX-15 MCU, P/N: 42070-101, and Turret, P/N: 42170-89, and owns all proprietary rights to the engineering data, and is the sole designer, developer and manufacturer of the AIMS Control Panel, MX-15 MCU, and Turret required for the P-3C aircraft. L3 Wescam is the only company found capable of meeting the requirements for the P-3C Aircraft. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
