The purpose of this amendment is to amend the description and update response date. The purpose of this amendment is to update the NAICS Code to 335921 and update response date. The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a purchase order on a limited competition basis with vendors with 3rd party licensing agreements provided by Boeing, for the procurement of Control Indicator Unit (CIU) Cables, Part Number (P/N): GSE809-8090201515-STE, NSN: 4920-01-604-7069; Mission Consoles, P/N: GSE809-439A4003-2PME, NSN: 4920-01-604-0926; and Holding Fixture Aft Pneum Source, P/N: GSE809212A4002-HF, NSN: 4920-01-627-0314, required to support the P-8A Poseidon Program. This support equipment (SE) is required to support United States Navy, Royal Australian Air Force (RAAF), and RAAF Depot requirements. These items are used to connect to the maintenance control panel of the P-8A aircraft. The Government intends to award on a limited competition basis based on exclusive licensing agreements under the authority of FAR 13.106-1(b). The Government does not possess the technical data packages required to permit full and open competition. Boeing is the Original Equipment Manufacturer (OEM) of the SE and owns all proprietary rights to the engineering data, and is the sole designer, developer and manufacturer of the SE required for the P-8 aircraft. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
