The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to negotiate on a non-competitive basis with Bourn and Koch, Inc. (CAGE Code: 64852), for the Test, Teardown, Evaluation, (TT&E) and repair of Motch VGC-52 Grinder (SN: S-2943290, PA:65886-014414) for the FRCSE at the Naval Air Station in Jacksonville Florida. Bourn and Koch, Inc. is the sole manufacturer and source of parts compatible with the Motch VGC-52 Grinder, and Bourn and Koch, Inc. is the only known company with the technical knowledge, proprietary data, and expertise necessary to repair this item. This notice of intent is not a request for competitive proposals. However, the government will consider all responses received within fifteen days after the date of publication of the synopsis. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
