The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a purchase order on a sole source basis to The Boeing Company, dba Boeing, 6200 James S McDonnell Blvd, Saint Louis, MO, 63134-1939, for the procurement of Control Indicator Unit (CIU) Cables, Part Number GSE809-8090201515-STE, NSN: 4920-01-604-7069, required to support the P-8A Poseidon Program. This procurement is for a quantity of 20 for the United States Navy (USN). The CIU Cables are used to connect to the maintenance control panel of the P-8A aircraft and will fill deficits for the USN. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The Government does not possess the technical data packages required to permit full and open competition. Boeing is the Original Equipment Manufacturer (OEM) of the CIU Cables and owns all proprietary rights to the engineering data, and is the sole designer, developer and manufacturer of the CIU Cables required for the P-8 aircraft. Boeing is the only company found capable of meeting the requirements for the P-8A Aircraft. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
